Dealer Computer Wake-up?

Must the dealer program the speedy prior to the initial start or can you go from crate ( plus oil, gas, battery...) and turn the key?
I've been told that the dealer must encode the dealer number, etc... prior to the fuel pump activating.
Anyone know?

BTW - these bikes come in a wooden crate, and use 2 to 4 tie-down straps to anchor the bike in the crate. They're pretty decent quality straps, and the dealers usually end up throwing them out. My dealer has a cardboard box in his parts department - "Tie-down straps - $3 each".
