Sounds fucked up to me. Like many silly ordinances penned by dunces here in colonies I'm pretty sure it would be unenforceable. It would die a long and languishing death at the hands of police officers who don't have the time or inclination to put up with such stupidity.
On the other hand, it's also possible that the police would use such an ordinance primarily to sanction those riders that they particularly dislike. You never know.
