Yes, weld needs to be removed. Just a small tap with a sharp carpenter's chisel is enough. The weld is very loose and symbolic at best.
Weld is there so the cans conform with EU regulations (eg. the noise baffles are a "permanent & non-removable" part of the cans).

Yeah, the circlips are bent--didn't figure I would need them! So a small tap of a chisel does it? Gee, I shoud have posted up first because it sure would have made removing those circlips a lot easier!

Dremel with cutting wheel to cut the welded tab. After that use grinding tip to smooth out any remains of the weld - restrictors are very tight fit, weld left on the rim will prevent them from sliding out. Squirt of PB Blaster around the edge helps with pull.

Edit: mine were small tabs pretty securely welded there, I don't think that chisel would cut through them...

Yes, those are the ones. One tap of chisel and the tab and weld flew out. Might also work if you just sneeze at the offending part. Maybe a little sandpaper to clean the leftovers, can't remember anymore as it's been a few years.

The welds appear to be different now--was unable to dislodge them with chisel and hammer. Looks like I'm going to have to cut the suckers out of there...What a PIA!

Actually, the easiest way to get those fuckers off is to pop them off from the side, and which I eventually figured out to do!
